When exactly does a player need to state that they are going to pre-empt (sp) an
opponents infantry approach with Cav?
When countercharging a unit out of your charge reach, how is movement between
the two units split?

Any time prior to the movement of the unit(s) he wishes to preempt.

It is prorated until they make contact or the countercharging body is out of
movement - in the latter case the charger finshes the remaining movement to
contact.
