Are Shields Worth It

I've been looking into my Syracusan horde and am debating more and more
whether putting shields on all the cavalry is the best way to go. They only
reduce the enemy factor by 1 for both melee and shooting, but they cost 2
points each.

Is putting shields on JLS armed Light Cavalry and JLS armed Heavy Cavalry
worth the points?

I can do just the front rank but that has never sat with me as historically
accurate.

Yes. shields are always worth it for LC or HC, in my view. Especially
since I hardly ever have the luxury (except with Tarantines).
