There are a lot of generals out there that may warrant special rules.

I would just like all these free things in all these lists to be paid for.

I love tournaments in that everyone is supposed to have equal points at the
start.

Why should I have an army whose HTW takes the minus for facing pike while my
opponent gets a whole list of free Macedonian perks?

It is not fair in a tournament setting. People can do what they want at home
but an "equal" start at tournaments is another thing.

I see in the latest version of DBMM

listed, both those rated Brilliant and those rated Inert. Guess which category

What are the collective thoughts of what a "Caesar" rule would look like?

Now, as a more "useful" suggestion, how about the Early Byzantine army -
you are allowed one element of beautiful, yet treacherously illustious
women, with a stack of small golden coins. They get to roll the coins
across the table, and every unit they hit is removed from the game.

Then again ... we could just let the play of the players be the judge
of the quality of the general. ;-)

Hannibal rated Pyrrhus the best general of his time. Some others
might include Belisarius, maybe Frederick Barbarossa (he has to roll
for death every time he crosses a river!), Bohemond, Epaminondas...
there are lots of possibilites. Another Ceasar rule might be that
