confused by "1/2 SH" troops

Couldn't find any mention of shields in 2.x, which seems the logical
place to find it. Might clarify with a reference to section 7.

I presume that player's are expected to have all the figures on an
element either with or without a shield.

But if not, then how do you attack a single element that has 2
figures with shield and two without? Or an irregular element that
has 1 & 2?

1/2 SH in a list means that half of the _elements_ are shielded, not half of
the figures.
