I use paint, and white glue in this order.
Pick a base color to match your flocking marteriel. I prefer to use Woodland
scenics fine grade railway ballast, the medium brown is a personal preference,
for earth and light colored sand for desert type terrain. I apply two or three
coats of paint, waiting for each to dry, and then use diluted white Elmers brand
glue to the entire base and cover with the railroad ballast. After this dries,
drybrush with a light sand colored paint. I then shoot clear matte on the entire
stand and after this dries apply static grass, rocks, and or elephant grass to
taste. It sound like a lot of work, but it is not. The effect is like anything
else, put in a half effort, gain a half result.

I don't bother to dilute the glue, just use it full strength.
