As mikes opponent i believe they do not get a free charge, although as rusty
as i am, i am loath to forget. Mike Oakes was a 7th player, who took part in
the worlds with me at Derby UK, a number of times i think. He is just getting
to grips with warrior.
I would like to tag on a sundry question to this. These elephants with crew
armed 1 with b 1 will jls & 1 with pike. Is it possible for both bow and jls
crew to shoot? and if so how many shoot from each model in prep shooting if at
a range of 40 paces.

Elephants that have missile weapons like Bow are considered Missile
troops (2.23) and therefore do not get a free charge under attack
orders. (4.51 ATTACK Pg 20)
Does this rule apply if they ALSO have a Pike or Javelin ?

Sounds like someone is running Alexander Imperial, which was my first
army in 7th. Wicked El. that pike causes all kinds of problems for
enemy troops as well as the El causing unease itself. I think they
do get first charge, but I'll leave the specifics of your questions
to the guru.
I can tell you that section 8.4 contains the shooting inforamtion,
but I don't have time to quote exactly. Again, the guru will help.
My question back to you guys is are you keeping your own cavalry away
from your elephants? Make sure they are elephant proof cavalry such
as indian if you use them together.

8.4 says:
" Each figure armed with an eligible missile weapon
(except armed chariot or elephant drivers) counts as shooting. One crew figure
armed with B, LB, CB or JLS of a chariot or elephant model
shoots as two figures. "
So, yes and three are the answers. Your choice to double the B or the JLS
crewman.
If the driver in this case is the JLS guy (as opposed to there being an unarmed
driver) he cannot shoot and the answer would be 2 figure equivalents of B can
shoot.
