Light troops,
normally so valuable in screening shock troops, are almost useless in this role
on a flank march, as

(a) they'll likely have to enter next to, rather than in
front of the shock troops to meet the requirement of getting on table as
quickly as possible, and

(b) evaders who leave the table never return. So your
lights show up, some heavier enemy shouts "Boo!" at them, and they immediately
leave the table for the rest of the game.

Now this strikes me as a very odd state of affairs. If I was in
charge of a flank march I would want my scout type troops up front
trying to find the way to the battlefield.

The odds of arrival should be related to the scouting points that are
part of the flank march.

Might it not be more historic to _require_ light troops to arrive a
bound ahead of the "main body?"

In fact, only some of the scouts should arrive, because by definition
they are scattered in different directions trying to locate the
correct road.

If they get chased back offboard then they have done their job
exactly -- they have found & engaged the enemy, drawn him away from
the main battle, and gone to guide their own main body to the
battlefield.

Has anyone ever explored the mechanic of "spending" scouting points
to increase the chance of arrival?
