The odds of arrival should be related to the scouting points that are
part of the flank march.
Might it not be more historic to _require_ light troops to arrive a
bound ahead of the "main body?"
In fact, only some of the scouts should arrive, because by definition
they are scattered in different directions trying to locate the
correct road.
If they get chased back offboard then they have done their job
exactly -- they have found & engaged the enemy, drawn him away from
the main battle, and gone to guide their own main body to the
battlefield.
Has anyone ever explored the mechanic of "spending" scouting points
to increase the chance of arrival?
