Numidian - we had a player here that played these in 15mm, and they worked out reasonable well. I somehow doubt they would do as well in 25mm.
LIR - Obviously a power army in any scale. The only serious down side is that everyone knows how to play against it. More often than not, this ends up being little comfort the the LIR opponent though. A word of advice; don't go nuts with any single troop type, but rather use a combined arms strategy. I have seen lots of players become so entranced with the Legionaries and Auxilia that they make almost entire armies of it. Most good players will figure out that equasion rather quickly. You might also look at Patrician Roman. I wouldn't say it is better, just different.
EIR - Many people do not like this army, but I think it's pretty good in 25mm. The LHI Auxilia with 1/4 slings are the bomb. Being able to skirmish at 120p is very useful. It is a small frontage army, but almost impossible to kick out of terrain. Good use of terrain and a good deployment will help you cover your tough matchups. You will however, not like how this army fights at point values below 1500. This army with Foundry figures and a good paint job looks great on the battlefield.
Polybian - This is a very good army, and will make a nice match for your Cartho's. I think Chris Bump, a member of this list, has fought this one a few times. He can probably tell you quite a bit more about it than I can.
Maurikian Byzantine - Who knows! We will have to see what the new lists look like. It's servicable now, but not awe inspiring.
Early Byzantine - The old book list is nice, where you can have all your HC armed with L,B,Sh. The NASAMW list gives you all sorts of nice things like terrain troops and convient numbers of lights, but you spend so many points on high moral HC,B,Sh that there is little left for REAL troops *smiles*. Again, I hope the new lists help out this historically awesome army.
If you like Byzantines, try the Comnenans in 15mm. I have played this army for about eight years with good effect. The lance and a half rule and the command retreat at 1/2 rule really helped this army a lot. You can overpower enemy skirmishers and use the knights to kill enough shock troops to get to 1/2 in a command. Suddenly, killing lights is fashionable again. I have never played it in 25mm, but have some doubts about it's effectiveness in that scale.
Ptolemaic - Not the best army of this type, but they are all generally pretty good. You get lots of good stuff and most of it in heavy quanties.

Greg this helps tremendously. The Polybian army is my favorite army in all of history, Napoleonic, Civil war included. I really am glad to hear that it is well regarded.
