No! The rules are different for mounted/mounted. Please read 4.13 carefully.

So, following that logic, when my SHK staff element joins a body of other lance
armed cav, it does not become the front rank, it is placed in front of the
front rank. So presumably, upon charging the enemy, only the staff element gets
to fight, not the lancers behind it, since they obviously don't constitute a
second rank.
