Generals Joining Units

When can a general "join" a unit? Can a general 'join' a unit by touching it
during the
approach, counter, retire, or march movement phase? or is it only via a Staff
Move (6.17 is
the only place were a general moving to join a body is mentioned)? or is it
just that as long as
the general has sufficient move to match up his full base to the unit base that
he is considered
joined?

We have had two instances of this in the past few days: 1. a general marched and
touched
'joined' a unit to fight the next bound. 2. A general retired and touched
'joined' his artillery unit
to direct fire that same turn. Are both of these cases legit?
