What is the historical basis for the effect on animals being so very large?

What is the "game history" story which allowed the factor to exist
for so long before people figured out that it is a powerful gimmick?

Why not reduce the factor so its not such a powerful gimmick? Then
it would be more beneficial to actually use them against wooden
things, with the higher factor.
