6.14 says "Countering bodies may not end closer to any known enemy
that is within 240 paces."

I looked in the clarifications and there do not appear to be any
clarifications.

The situation
Unit A is between 2 enemy units. It is facing unit B and 80 paces
away.

Unit C is to the rear of unit A and 140 paces away.

Unit A performs a counter, and is now facing Unit C as opposed to
unit B.

Can unit A move closer to unit C?

No, and you did indeed quote the rule that applies here.
