a) You never know what players might get up to.
b) To change is to grow. Once upon a time, elephants were liable to rampage
among one's own troops, because wargamers genuinely believed that's how it
was. Such a notion is almost laughable these days.
c) It raises the public profile of a set of rules, and offers people who
were put off by the last set of changes the chance to come back.
However, it's fair to say that there are still lots of people happy to play
6th Edition, even twenty years later, without it receiving any wide
publicity in the magazines.
I'd suggest working on a five-year cycle. You may not have to bother in the end.
