Light Bolt Shooter

I'm a little confused about light bolt shooters. When I read the rule
about them shooting over friendly troops, can they fire over troops on
even ground as long as the friendly troops are at least 40 paces away
and also the target is at least 40 paces away from friendly, or is
that simply meaning that when the bolt shooter is on a raised area
(hill) then they can shoot over friendly troops as long as the
friendly troops are at least 40 paces away and target is at least 40
paces away from friendly troops?

The latter. Bolt shooter has to be on a hill to shoot over friendlies.

So the light bolt shooter has to be on the hill and have 40 paces in
between it and friendly troops? I understand the 40 paces between
friendly and target, but being elevated would seem to be a clear line
of sight over friendly.

The answer is yes. It is about line of fire and line of sight both.
