What about irregular lights? They seem best as a way to project some
shooting with minimal point expenditure, and to temporarily occupy table
area until driven away. Too many of them will obscure your army's advance,
though, and expose you to a significant point loss if most of them are
routed.
I also use them to drive away the enemy screen. As a wise friend of yours
likes to point out, LI is an arms race with Reg LI B at the bottom and Irr LI
JLS Sh at the top. My fave? Iff LI S, Sh - ok, so they lose to Irr LI JLS, Sh
- BUT they beat all shieldless lights and (and all reg shielded without JLS)
are hard to shoot away and put a nice plink on knights....

Wanting to get us back to a bit of tactical discussion...I'd like to bring
up light troops, which have been mentioned here recently.
Way back in the heady days of 7th, I'd buy an entire line of light infantry
to cover my army. I used an ancient chinese army, in fact, which had TWO
entire table covering lines of light bowmen in a couple of events.
That's clearly a mistake...why? Well, for one thing, it makes the entire
battle take an extra 30 minutes or so as you dance your lights up and your
opponent deals with them. Decisive battles don't occur within the time
limits available when that happens.
So, fiddling around with too many lights will run you and your opponent out
of time without a substantial result.
That said, light infantry, and light cavalry, are important. They provide
scouting points, and can obscure portions of the enemy army you don't want
to deal with, especially if force marched, for a couple of turns.
Putting a 2 element regular light infantry unit into a terrain feature in
the forward zone is a very effective way to slow enemy marches AND hold onto
that terrain (if it provides cover against shooting) for most of the battle.
2 element regular light cavalry units as part of your battle line can
exploit enemy setup mistakes. You can send one such unit on a flank march
for good effect and little cost, also.
