16.12 lays out effects of shooting by troops using incendiary weapons.



16.1 states rules for incendiary H-2-H weapons will appear in army lists as
appropriate.



List 39 for Spanish in Classical Warrior states Scutarii can use incendiary HTW
(I-HTW) but as near as I can tell does not address its effects.



What are the effects of incendiary HTW or am I missing another rules reference?
Or is the sole effect of I-HTW laid out in 5.221?
