Falling? You mean lost, I assume. No, the standard is not lost, it is still in
possession of the army, even if hightailing it away...

Correct. It may be in the possession of a routing general, but it is not lost
to the enemy. For a PA to be lost, its element must be destroyed or the general
carrying it killed by catastrophe (10.4).
