I agree with everything you say here Mark, and this is how I played 8 of
my nine games at HCon (I run lots of peltasts, but now realize I should
have substituted Built Over Area for one of my brushes).

RULES QUESTION: On a roll where you must place the river or stream
horizontally (thru either your or your opponent's rear or forward zone),
the rules DO NOT SAY that the stream must be entirely WITHIN such, say,
forward zones; They say the stream must run through EACH SECTOR of, e.g.,
enemy forward zone, and that it can be no longer than 9 feet (150% table
width) with curves and bends. Hence, I believe that you need only place
the stream such that it DOES RUN THOUGH the two flank and the one central
sectors of the forward zone, but you can curve it into your forward or the
enemy rear zone and back again, AS LONG AS THE STREAM DOES IN FACT RUN
THRU EACH HORIZONTAL SECTOR OF The enemy forward zone. If I'm wrong and
the stream must BE CONFINED To the, e.g., enemy forward zone, then the
rules need to be amended to so reflect, as that is not their import now.
Jon, for future reference and until next edit, HOW SHOULD WE PLAY THIS?

They do not say that explicitly, but that is the way it is and i will so
clarify. Consider this post official until I do.
