The rounding up issue results from those instances in old lists where some troop
type's allowed numbers was obviously off. For example, a list that allows 0-1
Bombard, duh, you are allowed 2 bomards. Or a list that allows 0-12 (figs) Reg
LMI, you could round up to 0-16 so as to have an even number unit. The same
type of thing applies if there are upgrades to troop types.

But NEVER (and again, if someone wants to trot out something I *might* have said
"x" number of years ago, please don't. I won't remember and unless I
remember......) have I instituted any type of "rounding up by unit" policy as
they pertain to NASAMW WARRIOR (or TOG) tourneys.

The WARRIOR army lists have plenty of "0-1/3" upgrades (and other ratios) for
all kinds of troop types. NOWHERE will you see anything that states "round up"
to make the ratios correct. In fact, please read the General Concepts section
of any given army list booklet. Let me help in that process:

"The point cost is shown by ELEMENT, as are minimums and maximums. All
fractions are in elements. All fractional ratios are for purchased troops
(e.g., if 0-1/2 of a troop can be upgraded and you purchase 12 elements, 6 of
those could be upgraded; if entire units must be upgraded, the fractional ratios
are still for the total number of elements purchased). If different "named"
troops are given the same fractional upgrade ratio on the same line, then such
ratios apply to the total number of elements purchased, not for those of each
"named" type."

I hope this is clear. If you purchase 12 elements of something and organize
them into 3 units of 4 and 0-1/3 of those elements can be upgraded to "something
better", then only 4 of those elements can be so upgraded. That means you could
have 2 units of "ordinary" guys and 1 unit of "better" guys, or one rank in each
of the 3 units, etc.

This has obviously touched a real sore spot with me. I don't check lists at
tourneys because I trust everybody to do the right thing. Honest mistakes are
allowed, they happen all the time but anything beyond that......Please don't
make me check lists.

Don't you remember the Heady days when Huckleberry and Clark
came out and you cleaned my Burmese Clock with your Spanish ran that
same way?!? Sheesh, all I was saying to Don was that this was the
way it has been played for years which has been verified. But the
point still here is that you can buy a rather cheap 4 element unit
(79 points) and achieve the same result.
