Good issue, Steve.
First, the way things are now, the rules read (2.4):

"Troops are assumed to be armed and equipped as depicted by the figure
representing them"

This means that a player is allowed to say 'these figures are exactly as they
appear'.
However, there is still a great deal of 'proxying' of figures - some quite
heinous in my opinion, especially given the amount of work folks like Mike Bard
and Charles Yaw put into their armies. Proxying anything means you tell your
opponent exactly what the troops should look like.

Now, we have determined that no matter how much we say a tourney organizer has
the freedom to run his or her event the way they want, what the players want and
need is a single clear standard to work from. I am writing a much more detailed
version of 14.0 to do just that and will make that a priority in fact, so that
we can have it out there as soon as possible and not wait until the second
printing. The new 14.0 draft already includes very complete guidelines on what
a player must tell his opponent, and I will have the whole thing out on the
street asap. It will be in effect at all the tourneys we run here in KC from
Border Wars on and it will be in effect at Cold Wars and HCon next year.

4.21 says "Units that conduct an ambush (14.42), flank march (14.45) or a forced
march (14.43) are so marked as part of the
deployment order."

I have discovered that some players are interpreting 'so marked' very loosely.
The new text says 'exact location, facing, formation, etc' and we'll clarify the
old text to get by until the new printing.

Yes. They charge if they declared a charge and that charge was not cancelled,
otherwise they must evade. Anything else you might have seen was illegal.

Although it would be nice to live in a world where such was not necessary, 14.0
will 'mandate' some of this tourney etiquette. And as for wheeling, the new
wheel example will show how to properly perform one, with kudos to Charlie
Randow and others for their work on this.

Yes, I am aware this came up. I think it stems from the assumption that routers
are always 'moving as fast as they can' at the unit level where it is just as
likely that a small group of men recover locally to hold off the enemy while the
others get away. The real issue is that variable moves are in Warrior to take
away predictablitily from that which can not be controlled by the general - the
pursuer should not be able to predict exactly where a router will end up and
having a separate variable move rule just for routing is not necessary.
