What brands inks are water soluble, and the correct shade, for the
brown wash / blend highlight technique on flesh?

I personally use the Citadel Inks.
They have a brown that can be diluted to suit your purposes - they also had
a "Flesh Wash" that was pretty nice to work with as it had a small amount of
pigment that added a depth to the overall flesh area as well as settles in
the crevices, but I am not sure that it is still available (but you could
experiment and make your own with the brown ink and add some Bronzed Flesh -
again a citadel paint).
I also use the inks to dilute my paints to add a small intensity to the
shade - this is useful for the reds and yellows.
Good luck.

Note that I almost exclusively use GW/Citadel paints due to ease of access.
The exceptions are basic colours which are bought 'in bulk' as poster
paints.
I'll have to try adding inks to shade colours -- I have a system for red but
don't have a system I'm completely happy with yet for either yellow or
white.

I no longer have any idea what brand I use -- I bought the bottle from the
bookstore at the University of Waterloo when I went there 20 years ago. The
original bottle is long gone (it's in a Ral Partha bottle). All I can
suggest is go to an artist supply store and ask, and then experiment on
plastic card or something similar. I believe that the tone was basic brown,
but I can't state that with any kind of guarantee.

Is Flesh Wash really that hard to find? I'm still working on a bottle I bought
in 1996. You don't need much of it so I've never actually run out yet. Perhaps I
should sell it on EBAY and retire.
