This is a question about when a unit is destroyed.
An exhausted detachment is 1 inch in front of its parent. It is charged, and
fails its waver check (shaken, and charged).
Is it a) destroyed immediately, b) routs to parent before becoming destroyed,
which in turn becomes a disordered block for recovering a routing detachment.

As 5.24 says that a body is destroyed when it is both broken and exhausted, the
detachment would become destroyed when it failed the waver test.

The answer is a) immediately.
