What happens when a unit following up contacts a new enemy with the overlap.

edited from a long email about historicon

attack orders on bound 3, as early as possible, he also interpreted
them as wait orders! Finaly on bound 4, as my minutes were in dire
need elsewhere, I got him to interpret his orders correctly but when
we measured out the minutes for his command he would not actually
act on them for another bound."

Is it correct that if all the units in a command do not get new orders then they
cannot act until they all do?

Do second rank JLS armed elephant crews fight at half effect in HTH:

A) never
B) only at first contact
C) in all HTH bounds

the rules first say only 2nd rank JLS armed FOOT can count at half
effect but then say that JLS armed elephant crews count at half effect
in subsequent HTH bounds. I am confused.
