11.222 Who may (must) pursue
As I read this section, loose order who charge irregulars behind
defences, lose the combat with at least 1 cpf, will always force the
irregulars to pursue out from behind their defences when the loose break
off.
Did you mean this to happen?
I am sure that many more occasions can be found where irregs were very
happy to stay behind defences against retreating units than to go
charging out from behind them.
Before anyone brings up Hastings, even those of the period saw it as
unusual. As the pursuit off the hill happened late in the day after
numerous charges, the defenders more likely thought the Normans were done
for the day and thought to finish it with a counter attack.

No, because 1cpf would not break the enemy and pursuit only follows when all
opponents break or break off. Yes, irregular foot would have to pursue its
opponents if they all became broken. But nothing requires them to follow up an
enemy that just recoils.

Reading your question again - if the loose attacker chose to break off, then
yes the irregular defender would pursue.
