Warrior Ancient and Medieval Rules

Why not have expendables approach before all other troops, and if
they flank march, they must be in obeyance of the force march rules.
This would seem to ameliorate any of the completely legal things
people are currently doing.

It would also keep people from hitting other people, and those people
from throwing them in return, through a plate glass window.

All for the betterment of Warrior! :-)
