The LI were nearer to the elephants than the pike block. However,

Janissiaries were capable of shooting at them and closer to the LI
than the elephants.

The LI would be capable of shooting the elephants if they did not
have a higher shooting priority. Does this qualify them as a higher
priority target for the elephants?

No. As the LI must shoot the Jannissaries, they are not capable of shooting the
El. Therefore the El are looking for nearest element in arc on an element by
element basis. You have the right of it.
