OK, so I recently sent my NICT list to Scott, before midnight Missouri
time . Anyway, in my fevered state, I started wondering what would
happen if a single-element cav general were to dismount.
As "theoretical part elements are discarded," would the general vanish?
This is (presumably) forbidden, but by what rule?

Fevered state indeed. You are quoting the correct rule: 6.61. Due to this,
cav generals (and their camelry counterparts) cannot dismount if one element -
neither can chariotry generals. Note that this rule has nothing to do with
joining a foot unit.....
