Some more final words on soft limits

Jon asked that I do this as he's now crashing on getting revised 12 and 14 and
clarifications done.

Final wording on the following subject will be found in revised 14.0 which will
be out later this month.

Item #1:
We will have wording that will in effect say any overage of the assigned limit
(which will still be the up to the value of the cheapest element in your list)
will be subtracted at a 5:1 ratio from your raw score (as opposed to added to
your opponent's raw score). Thus, if you have a 1604 point list in a 1600 point
tourney, you will subtract 20 points from your raw score.

Item #2:

In order to stave off any abuse of using your cheapest element overage (assuming
you have one) from being used to purchase things like flaming arrows, TFs, etc.,
any list that's over the assigned limit *must* add that overage into the cost of
any extra stuff you purchase. Thus, using the above "you have a 1604 point
list" and you wnat to purchase flaming arrows for a 4E Reg LMI B unit, said
arrows would cost you 20 points. You don't have to add this for every purchase
of extra stuff, just add it in once. Thus, if you purchase said arrows and also
a 6E frontage of ditched palisade, the total cost would be 16 (flaming arrows) +
20 (ditched palisade) + 4 (overage) = 40 points.

I'm still a little confused Scott. Not trying to be a weenie and
prolong a dead horse, just asking for some clarification of your above
statement. Please look at my below example and insert appropriate
comment:

Asif is attending a 1600pt tournament. He has lovely constructed the
ultimate killer army list, and the cheapest element in his army is a
2pt LI base.

His final army list points total is 1,606pts.

When Asif plays his 3 tourney games, his raw score will have deducted
from each game:

A.) 30pts : He is 6pts over the 1,600pt limit.

OR

B.) 20pts : He is 4pts over his SOFT limit of 1,600 + his cheapest
element (2 pt LI base) = 1,602 pts.

From the way you stated your example, with words you seemed to say
choice B (you get the soft cap of cheapest element), but with numbers,
you said choice A (1604 is 4 pts over 1600 = 20pts deducted from raw
score).

Which is it?

Or is it the case (after re-reading), that: One can construct any
army upto the tourney assigned limit + your cheapest element, BUT if
you go over the tourney assigned limit, you get penalized for 5x you
overage, and any army over limit+cheapest element is just thrown out?

That's illegal. You may only exceed your points limit by the cheapest element
you bought. If the cheapest thing you bought is 2 points, you can only have a
1602 point list.
