Scott,
In the case below, since you have 'removed' the overage, do you
still subtract it from your final score?

No. You have not removed the overage, you have paid a surcharge. Scott is just
telling you how it will be that is not the text of the final rule. That will be
out soon.
See what I mean, Scott? ;)
