In 6.2 it states:
"March moves are..(this part of the first sentence is pertinent to the
question). The March Phase is divided into five segments."
In 6.72 it states that:
Disembarking or embarking a dismounted body takes an entire march or
tactical (etc., etc.) move.
#1. Is the "move" in 6.72 referring to an entire "March Phase" or "March
Segment" (we assumed Phase, but wanted some clarification)?
#2. This passage (including the next sentence) seems to be referring to
mounted troops - is there any difference between foot and mounted (other
than the extra bound required to land mounts)?
Assuming that our interpretations were correct then a flank marching LC body
loaded in a replacing transport would arrive in one bound, unload men bound
two, unload mounts bound three, and be free to move bound 4.
#3. Is this correct?
#4. Does the cost of boats need to include command points (25 for
irregular)?

Phase. March move is all the segmenst one can/chooses to use.

No, unless artillery and then they also take the extra bound.

Yes.
