Gents,
I wish to inject a different perspective on light troops into this
discussion.
I look to have my light troops accomplish the following:
1. Occupy terrain.
a. Force March to center of board to allow free maneuver during
initial marches.
b. Occupy restrictive terrain to prevent the enemy from using it to
his benefit.
c. Occupy large amounts of the board to allow the massing of my
line troops on the board where I want to win (economy of force).
2. Restrict enemy maneuver.
a. The presence of friendly troops prevents the enemy from marching
to threatened points of the board.
b. The presence of friendly lights can tie up enemy line units.
3. Threaten the enemy flank or rear.
4. Prevent the enemy lights from effecting the above on my army.
As Jon says that is the view from my foxhole.

Well - I guess in my most usually-applied style, I want lights to (i)
dictate where and when the battle takes place, (ii) prevent any opposing
lights from doing the same (which often, but not always, means winning
what Jon calls the 'battle of lights') and if possible but secondarily
(iii) impact the line battle (e.g. via bowfire, flank attacks, modulating
order compliance/movement options of the enemy, etc.)
I figure that the game is won by generating the matchups between troops
that you want while preventing your opponent doing the same.
