Dark Ages Picts

Northern Picts must have more LMI than MI, but the MI cannot be IB.

Do the MI elements still count when determining the 0-1/2 that can be upgraded to IB?

Example: 24E MI and 26E LMI; can 25E of LMI (1/2 of 50) be upgraded to LMI?
