Book 8 Classical Warrior List 18 Later Achaemenid Persian

Line 23/24 Arachosian or Bactrian cavalry

These cost 10pts for Irr C LC JLS, B.

The cost to upgrade to Irr B EHC L or JLS, B @ 18 pts
or to Irr B HC L or JLS, B @ 12 pts seems to give an odd element point total for the elements concerned if these values are added together. Am I mis-interpreting what this means?
