Baggage Camps consist of 4 Irregular D transport elements and if immobile, they are in loose order. Are these bases loose order foot or mounted? Can they be configured in the same way any unit can, ie. 2X2 or 1X4? Can they be on a single base of the same size?

Might as well answer old rules questions, as yet unanswered, even if in the wrong place.
They are 'Separate Transport'...see the relevant section. They are treated as loose foot unless 2/3 of the army's units are mounted, in which case they can be mounted (the camp) and move around.
They can be 2x2 or 1x4 or 4x1. You could, I suppose, put them on one large base. |

Heck, they are irregular, so could be 3 in the front and 1 in the back if you really wanted.
Also, when mounted they are close order wheeled vehicles with a tactical move of 80p and 2 march moves. |
