Jon,
Why would this be hard to simulate? Wouldn't making that another
advantage for outscouting your opponent accomplish that goal? Or am I
missing something?

Well, for non-outscouted guys, since both are deploying at the same time, it is
kinda circular. You want to see the other guy's dispositions before you choose
a command structure, but he can't put anything on the table until he has his own
determined nd vice versa.
We did look at having this as another advantage for outscouting, essentially,
but 14.0 is a 'meeting engagement' so to speak. Those generals that determined
commands based on dispositions had a long time to view the enemy before battle,
so we saved it for Campaign Warrior.
