Players must check in 30 minutes prior to listed start time.
One list. Generals must be rolled. Preset terrain.
Special Rules:
-Barbarian Foot Rules in effect.
-X-Rules 2.512, 2.52/53, 5.11, 6.2, 11.1 and 17.1 in use.
-Biblical and Dark Age Warrior lists must come from the new lists.
-New World Beta lists allowed:

-Roman Civil Wars Theme lists allowed:

-Armies with Army Standard and an option for a Sacred Standard may upgrade to the latter for free.
-All shooting target factors are reduced by 1. For example, Bow shooting at HI/LHI is now a 0, not a 1. This only effects factors, not shieldless effects or shieldless while disordered effects, those remain the same.
-General character of 5 can be Bold or reroll on Special General’s table (CinC can choose to roll regardless): 1 Bleeder. General has a physical defect that makes him more prone to a catastrophe. In Hand to Hand, if the Bleeder's unit takes 2 CPF or more, and makes a unmodified melee roll of -2, -3, or -4, forces a catastrophe. In preparatory shooting, if the Bleeder's unit is takes 2 CPF and the missile fire die roll is +2 or higher, forces a catastrophe. 2 Inattentive. General is sick or wounded. General gets only 10 prompt points a turn. 3 Efficient General gets 20 prompt points. 4 Brave, General’s unit always adds an additional +1 in melee (So a down 3 roll for a Regular B General is even). 5 Inspirational. Unit with general is never uneasy. If the General is the CIC then all units within 120 paces are never uneasy. 6 Great. General is Efficient, Brave, and Inspirational.
All morale grades for troops MUST BE DEFINED DURING DEPLOYMENT.

8’ x 5’ tables for 25mm Theme/Open. 2.5 hr rounds for Mini, 3.5 hr rounds for rest.

This is a massive change. It also makes a lot of armies unplayable. |

Derek is correct. It will really change things and I am don't know anything.
I am not making any judgement but am VERY interested in seeing how it plays out...
I might try it in my next game at home if I can get someone to play with me.

I'm not in favor of making changes that affect Cold Wars Team Tourney or the NICT at Historicon, but that's not what we're talking about here. The "lesser" events have always been a bit of a sandbox to experiment with rules variants, and that's a good thing.
I still have faith that 4 Horsemen will stand by the virtue that Jon Cleaves once expressed as something like "We aren't going to make any changes that invalidate someone's lead investment."
As for possible alternatives for handling shooting, I'd offer the following X-Rules for consideration:
* All shooting factors are modified by a roll of high-low average dice (as it is today), with the following morale class modifications:
** A and B class troops remove 1 from a net down die roll;
** D class troops remove 1 from a net up die roll;
** E class troops count any die roll other than even as a down die roll.
* Troops armed with a missile weapon (B, CB,LB, D, S, or SS) and a hand to hand weapon other than side arm must declare at deployment which weapon is primary -- missile or hand to hand -- and which is secondary. For all combat/shooting rolls the secondary weapon rolls as if one morale grade lower. For example: Reg C LMI LB, 2HCW must choose either the LB or 2HCW as primary, and resolve rolls for the secondary weapon as if D class; for example: Irr B HC L,B,Sh must choose either L or B as the primary, and resolve rolls for the seconary weapon as if C class. |

Did anybody see anything written about doing this for anything other than at Fall In and potentially for Dogs of War? No, so sheesh nobody panic, read too much into this and please don't trot out old "promises" as some guarantor of future behavior. As if I needed a reminder; that "promise" wasn't worded as such and didn't come solely from Jon. I made many statements when writing the army lists about being sensitive to "lead investment". But we digress. That's not pertinent to this discussion--bring it up again and I'll delete the entire post. This photo sums up my reaction:
Fall In's always been a lab experiment as have the Themes. We decided to bound the subject, see how it plays and then potentially work back from there. Rest assured, there will be some kind of shooting changes for Dogs of War. How they end up, something seemingly draconian like what we're gonna do at Fall In or something more nuanced, ie., more complicated, along Mark's lines remains to be seen.

If I go guess it's a great oppurtunity to run a pure Hand to hand army as shooting armies will be at a disadvantage - knights and barbarian foot anyone? |

I am in agreement with Derek, but am willing to give it a whirl if I am attending a convention with these rules.
Personally I am a shooting army guy - my armies tend to have lots and lots of shooting so...... I am certainly in favor of a theme that promotes hand to hand combat, but not a permanent change at this time.
