To assist the player all rules for elephants were consolidated in 13.1. The
rule you are looking for is 13.16. You can also find this info in 9.21.

towers.

I asked whether it was ok to field elephants with/without towers
irrespective of what the list said as long as the crew numbers and armaments

rightly depicted. I have for many years fielded mixed units with a towered
elephant as the lead elephant for example.
This is in the main a question about the seleucid list, but could refer to
any.
The tower serves no game mechanic?
or does it? something about visibility probably?

Indeed, he is like any other crewman. If he's armed, he's an armed crewman.
Elephant towers and howdahs have no game effect.
